WVBOE Policy 5901: Alternative Certification Programs for the Education of Teachers

Alternative Certification (AC) is an "alternate" pathway to teach certification that is different than the traditional route and only available to fill critical need and shortage areas in West Virginia public schools. School districts with approved AC programs may offer employment to eligible individuals for positions that have been posted at least twice (for a minimal ten-day period) and for which no fully certified applicant has applied. Candidates accepted into the district's approved Alternative Certification program hold an alternative teaching certificate while completing the program of study through Marshall University. Upon successful completion of the program, assessment and evaluation, candidates may be recommended for an initial teaching certificate by the school district. A partnership with the school district will include Regional Education Service Agency 5 (RESA 5), Marshall University, and the West Virginia Department of Education, all under the supervision of the West Virginia Board of Education.


In the 'Document' section of the 'Alternative Certification' division on the RESA 5 website, you will find further information regarding the Alternative Certification proposals for General Education and Special Education, candidate eligibility requirements, and timelines. Please remember that applying for either program begins at the school district as they will analyze candidate qualifications for endorsement(s) sought which correlate with the position/subject area where there is a teacher shortage. School districts must confirm candidate eligibility and make a formal offer of employment to the candidate for the posted position. The applicant and school district will then apply to the WVDE for an Alternative Teaching Certificate.
